Please confirm, are we saying that the hyphen is only used between numbers and never when 'et' is involved?

I got one question 'almost' correct even though it was spelled correctly. However, the answer had no accent marks because I do not have a French Keyboard. How do I get/use a French Keyboard?
I think "deuxième" is in the adjective list that can be placed before the noun.
But in the answer told me the below phrase is incorrect. Can you tell me why?

I was surprised to see the adjective “diverses” come before the noun “organisations”. Am I right to find this unusual, or is there maybe a rule I’m not aware of?
I thought that you use "qui" if it's directly before a verb, e.g. ce qui fait peur and "que" the rest of the time, e.g. ce que je veux. So why is it ce qui lui manque.
