This idiomatic expression means that someone is trying to move its interlocutor by saying a fake sob story for example, as if he/she were playing a sad melody with one's violin ;-). Here the person is also being a little bit sarcastic.

Sortir can be used intransitively, i.e., without a COD: Je sors d'église. -- I'm leaving the church. (Note: d'église is an indirect object because of the preceding preposition de.)But sortir can also be used transitively, with a COD: Je sors mon violon. -- I'm taking my violin out. Mon violon is the COD, in this case. Used in this manner, sortir means "to take something out".
