Why is Marseille est la deuxième plus grande ville de France not written as Marseille est la deuxième la plus grande ville de France? Shouldn't it be la plus grande

You can say, Marseille est la ville la plus grande de France. But if you want to say that it's the second largest city this doesn't work: The number comes always first and can't be split up.
