The 'du matin' here is a bit redundant as whoever you are speaking to ( unless you are in a different hemisphere) would know if it was morning or afternoon. 
So
Il est dix heures vingt-trois = It is ten twenty-three
is the correct answer.
You wouldn't use 'minutes' unless you were the speaking clock.

Il est dix heures vingt-trois (minutes) du matin.It seems you got it almost right, missing only the "heures". I've heard versions with and without "minutes" mentioned in spoken French.
