Past participles can be used as adjectives: on their own, after the verb of state ‘être’. They need to agree in gender and in number with the word they refer to.
Les enfants épuisés par le voyage… = the children tired out by the journey…
Les enfants sont fatigués = the children are tired

"Tout au contraire" does not work: it is used on its own.
C'est tout le contraire ! = It is quite the opposite
Elle n'a rien perdu ! Tout au contraire! = She didn't lose anything! Quite the opposite!
