As often in French, both cases are possible, but the use of the liaison is slightly more elegant than not ;)
In speech, you will more often hear the non-liaison option [pa-encor].

If the correct response is "Non. Martin n'est pas encore parti,", shouldn't Parti be spelled as the infinitive' Partit?
