Written v spoken form

is, for example, j'habite (or j'hésite) spelt like that even in written texts? If so why?

If the letter h is silent (h muét), then je is shortened to j'. There are other instances where the h isn't silent (h aspiré), in which case you don't abbreviate je. Examples are: je hurle, je hais, je hisse, etc. This isn't just in spoken French, also in written.
