tu as fait decorer is clearly being done for the subject, but as its not reflexive I assumed they did the decorating themselves?

Bonjour Chris,
The best way to translate the causative without any clear context is "to have [something] done" and not ‘to have done [something]’:
Il a fait changer ses radiateurs = he had his radiators changed
Tu as fait décorer ton appartement = you had your flat decorated
