Il fait froid - It makes cold/it is cold, to talk about the weather generally. 

However for a person Il/Elle a froid - He/she has cold/is cold, to talk about how they feel specifically.

She would be cold without her scarf.

Why aurait and not ferait, after all, elle fait froid.
