I wouldn't think that this is necessarily reflexive, not without context.
If we are talking about her teeth, for example, then yes it is reflexive; but what if she were brushing horses, for example, or perhaps her children's teeth? Would not "Elles les brosse." then be correct?

This lesson was about using reflexive verbs which have direct objects.
In the examples you provide the verb 'brosser' isn't reflexive and the object pronoun will be as you state.
Je brosse mes chiens tous les jours -----> Je les brosse tous les jours
Je brosse les cheveux de ma petite fille souvent -----> Je les brosse souvent
etc.
