Question

I thought this was "je recommanderais" - "which I would recommend" - rather than "which I will recommend".

Two questions:

1) In this context, would the French always say "I will recommend" rather than " I would recommend"?

2) If not, is there any way of detecting the difference, aurally, between first person in the future and in the conditional ?

This is a great question!
The conditional or future tenses could be used depending on the author's meaning.

Je recommenderai = I will recommend ( for sure) 
Je recommenderais = I would recommend (should the need arise)

We have decided to add the conditional.
To answer your other question, yes they both sound the same.
