Hi, should “ce n'est pas moi qui m'en plaindrais” in fact be “ce n'est pas moi qui m'en plaindrait” as she’s talking about herself in the third-person, and qui ‘stands in for’ a third-person il/elle or ils/elles subject (at least in my layman’s understanding).

I understand your logic, but in fact that's not how it works. In this structure, the verb agrees with moi, not qui. (This remains true even in the negative, where you might suppose that it must be a 3rd party who is actually doing it.)
