Ni … ni = either … ni

I thought that the inclusion of ni … ni in this answer meant ‘neither Sam nor Paul’ not just ‘Sam and Paul’. Am I mistaken?

I agree with Richard, the English translation of the 'Il as vu Paul et Sam?' 'He has seen Paul and Sam' and negation 'Il n'a pas vu Paul et Sam' should be accepted. Putting 'ni' in the sentence would change the translation.
