Normally the verb 'patiner' means to skate, here, taken in its figurative sense it is:
ne pas avancer, manquer d'efficience , although I do admit that the metaphor is quite contradictory.
Having said that, in the context of negotiations, it will be understood as just not making any headway
There is a meaning of patiner which refers to negotiations. In this context it takes a meaning of "to be at a virtual standstill" or "to be making no headway" I suppose the normal meaning of "to slip" with respect to skating may be loosely linked in the sense that the negotiations "are slipping" ie making no progress.
