In the case of verbs ending in -cer like, lancer, placer, menacer, the cedilla will be added before the vowels -a and -o to get the required -ss sound. If not there it is a hard K sound,
Nous plaçons (present) but nous placions ( imperfect)
il lançait ( imperfect) but nous lancerons ( future)
