C'est l'après midi, c'est le matin etc..

I was under the impression that it is always il est.. when telling time. It is also il est midi or il es minuit. (check here: https://www.lawlessfrench.com/grammar/telling-time/). But maybe the two forms are possible:

C'est l'après-midi
Il est après-midi.

Il or c'est?

Il est après-midi 

or

c'est après-midi
