Il neigeait quand mon fils est né.

The son WAS born in the past?  Why then use "est né" rather that "était né"?

Naître already means "to be born". In French this isn't a passive construction as it would be in English.
Je suis né en France. -- I was born in France.
L'amour naît d'un grand coeur.
-- Love is born from a big heart.

Il neigeait quand mon fils est né.

The son WAS born in the past?  Why then use "est né" rather that "était né"?
