Basically the same difference as in English between 'if possible' and 'if it is possible'.

Hi Danish,
I have never heard this used in France but language is an evolving thing. Just wondering if you are thinking of the expression -
dès que possible = as soon as possible
which uses a 'que'?

I wonder if it has come from a progression (regression) 'aussitôt que'/'sitôt que' - 'si tôt que' - 'si que'. I see that at least some of the web-based translators give a translation for all the forms mentioned (as well as des que possible, of course). Unfortunately these programs are frequently poor discriminators of 'correctness' of the inputs and outputs.
