Hi Sarah,
When a verb is followed by the preposition à like 'envoyer à quelqu'un' you will use an indirect pronoun.

Using lui/leur = him or her/them (French Indirect Object Pronouns)

Yes , because for indirect objects it's always lui/leur since direct objects la, le, les will place just after the subject
