You use de instead of des when the adjective is before the noun, betwixt de and the noun.. If the adjective comes after the noun, you should use des if called for.

To illustrate Chris's excellent answer, here are two examples:
Ce sont de jolies chaussures = these are nice shoes
Ce sont des chaussures rouges = these are red shoes
