Good question! I had to look it up myself...
I am not versed in religious establishments but une collégiale is short for 'église collégiale' and is a type of church for Canons.

Une maison consulaire , I think refers to Roman times and their magistrates as explained in the following quote -
"Au Moyen Âge et sous l'Ancien Régime, magistrat municipal de certaines villes du midi de la France, autonomes par rapport au seigneur. (Institués vers 1130, les consuls, dont le nombre variait, assuraient la direction et l'administration générale de la ville."
