It's there to allow easier "verbal flow" between the two vowels e - o.

The -t- is there for phonetic reasons only. No grammatical content.
Try saying ouvre-on and the ouvre-t-on.. it is a way of separating the two vowels.. in English we would use a glottal stop... The French just pronounce it.
