Are you talking about using the partitive article? You use that whenever there is an indeterminate quantity (i.e., when you might use "some" in English).

Vous pouvez me prêter de l'argent? -- Can you lend me some money?

Vous pouvez me prêter un peu d'argent? -- Can you lend me a little money?

The second example uses a specific quantity, un peu, and hence there is no article.
